Marijuana is one of the most popular drugs in America, followed by alcohol and tobacco, and it has been popular since 2737 B.C. Its use spread from China and reached Europe in A.D. 500. (Guyette) At first, marijuana was used as an agent for achieving euphoria; the mystical Emperor Shen Neng of China was prescribing marijuana tea for the treatment of gout, rheumatism, malaria and poor memory. (Guyette) Ancient physicians prescribed marijuana for everything from pain relief to earache to childbirth. However, some doctors believed that excessive consumption of marijuana might cause hallucination and blindness. (Guyette) As a result, Marijuana has been prohibited in most countries today.
Marijuana was listed in the United States Pharmacopeia since 1800s, starting with laws like the Vaccine Act of 1813 and the Pure Food and Drug Act in 1906. (Cardinale) It shows the negative effects of drug abuse as it assumes that excessive use of marijuana would lead to violent behavior, insanity and even sex crimes. (Cardinale) By 1931, government research determined marijuana was one of the factors that leaded to criminal activity for underclass communities, leading to 29 states outlawing the drug outright. And in 1932, the Uniform State Narcotic Act gave legislative control of marijuana from the federal government to the states because it had been classified as "having high potential for abuse, no medical use, and not safe to use without medical supervision."
